PANAMA, BUT EXCLUDING A prosperous country

"The world has never been such wealth and poor now," said François Houtart, Belgian priest and sociologist, student of impoverished people in Latin America.

Panama has sufficient financial resources so that every Panamanian lives with food security and democratic. To have good school buildings and Panamanian children eat well.

However, the impoverishment still galloping and knocking on doors of every family in Panama, but the impoverished, especially indigenous peoples. But that is not exclusive to governments, since it is structural and economic system this marked to enrich and encourage those who are close political and economic power.

This can be seen by the imposition of huge mining projects, hydroelectric, oil and telephone, without serious environmental impact studies and the right to prior and informed consultation is not met in Panama, the so-called "legality" in the violent and discriminated expulsion of the Naso, its territories occupied by Cattle Bocas SA, shows that demand the indiscriminate development, the indiscriminate cutting of trees illegally and psychological repression of the park officials and foundations worth a sustainable development peoples. Claims of indigenous peoples are not heard by the National Environment Authority (ANAM), National Agrarian Reform and Land Administration (Pronat). But they are with promises and words "we will study." Many of these claims are shelved because the power of mega-owners have more economic and political weight that the right of the poor. They have power, but what power of indigenous rights violation!

addition, the structure of the Municipal Representatives, which is the local power in theory, has shown no deal effectively with more senses in the Counties and Indian Territories, being centralized structures politicized and lack of political will for development. All this is due to the absence of a state policy towards indigenous peoples, which it is permitted to increase the impoverishment, exclusion and prevents the construction of appropriate alternative development with identity.

Thus, the state policy of the Panamanian state in 1903, against indigenous peoples, has been characterized by the politicization and fragmentation of activities in the various institutions without coherence, effectiveness and without socio-economic impact. That, coupled with the lack of political support, resources and applying the wrong strategies, focusing on the implementation of any project or program.

Why are we able to build a prosperous Panama but not democratic and fair to the poor?

Indigenous peoples also have to be organized and cementing at least our mobilization, about two dimensions: the identity and the symbolic structure of the horizon of meaning of life, and the other resource management capacity and as the ability to present profitable projects. And so we leave the cycle of poverty!
