Introduction
The remodeling of the Bahia Principe Portillo revealed to anyone who was passing by the area's presence a) abuse the environment, b) lack of sanitary conditions, c) the presence of questionable working conditions, and d) the presence of a company whose engineers and managers lack the most basic ethical considerations. Following this knowledge I send my first submission to the Cluster of Samaná, an organization that brings together key individuals from the provincial tourism business, to share my concern about this and ask them to intervene in the situation. This exchange occurs supportive responses (CEBS Samanenses of the Association of Missing and individual members of the Cluster) and then a response of concern from the management of the Cluster, Mr. Gary Hurtado, followed by trade related to Mr. Hurtado and this writer. The complaint to the cluster is then sent to editors of newspapers in the capital and other means, as well as state ministries and other organizations.

Message to the Tourism Cluster Samaná
Dear Friends:

would be irresponsible of me not to share with you the concern related to construction and remodeling of the Bahia Principe-Portillo. Try to do so as diplomatic as possible, but with the full knowledge of what can be controversial.

I under the belief that we all want the best for this province and open the doors of my mail to receive your feedback.

What I wish to share may be expressed briefly as follows:

1. construction and renovation of the Bahia Principe Portillo was a true environmental disaster.
every day thousands of plastic waste could be seen from the road outside the airport, waste that remained there throughout the construction time and probably, most of them or mostly buried beneath the mud and caliche used stuffing.

2. the environmental disaster created a very negative precedent for the future of tourism in the province, especially in regard to future construction.
the largest hotel chain in the province has had the luxury of creating this disaster creates a very negative precedent because it will be difficult to deny equal privileges abusive other buildings, and who wants the infrastructural development of the province do that?

I was pleased to read your letter, where Joseph Bourget das response about their concerns on the environmental hazards of tourism projects under construction in the area of \u200b\u200bSamaná. I would also say, my concerns.

Samana is worth remembering that is between the fourth and fifth poorest part of the country, according to studies ONAPLAN poverty made. The 2002 Census identified close to 13,600 poor and very poor families in the province, of which 7.600 were in the provincial capital city. Samaná province has an incredible historical legacy, social, religious, cultural, culinary, musical and artistic legacy but it is very probably not its provinces, or the country, let alone foreign tourists know it because we have historically lacked the process and appropriate mechanisms to share and enrich the legacy of a comprehensive and objective.
The 2007 could be the year in which actors and key managers managed to combine efforts and share ideas with which to launch a successful and brighter future, under the vision to offer the most comprehensive destination country.

What FMG can contribute
Mahatma Gandhi Foundation is willing to participate (acting and gestures) in a variety of fronts and conditions. Lack of resources but we have a lot of encouragement and a great desire to Samaná becomes the most complete tourist destination in the Caribbean.

The July 22, 2006 marked the official start of the Monitoring Committee on Development Integral Tourism in Las Terrenas, made through the visit of Mr. Luis Simó with a team composed of representatives of ministries and agencies.
A month later he held the first graduation of graduates from courses in four areas INFOTEP (hotel receptionist, handles packaging, English and Crafts), followed by two months of activities that were offered in English courses, waiters room, bar and restaurant waiters and SMEs. These activities were part of an initial plan "pilot" to explore possibilities and conditions as offered valuable contributions to local human development. What is needed now is to consolidate efforts and establish long term trends.
Achievements

Pilot pilot's achievements can be summarized as follows:
1. 200 graduates, 100 in August and 100 the rest of the year.
2. credibility and consistency to the general public and to the tourist business.
3. a high degree of visibility achieved by constant advertising and consistent manner in which activities were conducted.
4. demand for other courses are offered both by individuals and organizations.
5. first joint effort between the Commission and tourism businesses, including significant contributions to logistics, food and facilities.
6. financial and budgetary contribution from INFOTEP and local people, mainly participating hotels and the Mahatma Gandhi Foundation, which provided logistical support, snacks, phone calls, frequent visits and follow up with stakeholders and managers.
7. Create desire for more.
8. INFOTEP commitment to budget expenditures for 2007.
9. Excellent coordination and support from staff such as Rosaura INFOTEP Monegro and Mr. Agron. Joaquin Morel, also including the excellent work done by the instructors who received support and recognition of students and employers.

Hope, 2007
Based on the positive results of pilot and expectations for the future, we can summarize the hopes of 2007 as follows (short term, long term, developmental, strategic and organizational):

These hopes can be summarized in the following strategies, which together would be instrumental in turning Las Terrenas in "community INFOTEP"

2. Strategy 2: that 2007 will initiate a formal presence and continuous local INFOTEP

3. Strategy 3: that 2007 provides a permanent calendar quarterly sponsored activities

Conclusion 2006 was a good year for professional technical development in Las Terrenas thanks to the presence of INFOTEP, driven by the work of Mr . Luis Simó and support activities of the Monitoring Committee. The, 2007 offers even greater opportunities, capitalizing on achievements and growing based on expectations. Everything points to a promising future and transformer.

Where We're Going Towards a Tourism Council of Las Terrenas. Together with the Monitoring Committees in the rest of the province (Samaná, Sánchez, Las Galeras and El Limon in training) will help promote better conditions for tourism throughout the province and support the creation of a Provincial Tourism Council (in formation). The Tourism Council of Las Terrenas and the Provincial Council support the actions of tourism planning in the area directed from the SECTUR but with a participatory approach and community. a. 110 graduates of hotel receptionist workshops, crafts and English. B.

2. Literacy project to eradicate illiteracy in three years. Results:
a. Obtain training materials of the Ministry of Education

3. Private companies, integration and promoting dialogue organization. Results:

17. POLITUR, strengthen their equipment and assist in building their local facilities. Results:
